Master Sergeant Joseph "Top" Higgins enlisted in the U.S. Army Field Artillery in 1987 as a Forward Observer. He has held numerous leadership and key staff positions in Iraq, Korea, Panama, and the United States. MSG Higgins is a combat veteran of Operation Iraqi Freedom from August 2005 to August 2006.

MSG Higgins is a graduate of the Primary Leadership, Basic Noncommissioned Officer, Advanced Noncommissioned Officer, and First Sergeant Courses. He has also completed the US Army Air Assault School. Honors and awards include the Defense Meritorious Service Medal, three Meritorious Service Medals, eight Army Commendation medals, six Army achievement medals, and the Senior Recruiter Badge.
